Do you have walls in common with other living units? Like a condominium? Or are you hearing these noises through your exterior walls? Other responses are good, in terms of the advice on soundproofing. Basically insulation and/or more or thicker drywall

I put up 4x8 sound board insulation (about $9 each) on the walls, then covered it with drywall. Works great.

Since your house is already built, you should consider a stockade fence, shrubs and trees, blinds, and drapes, then go to talk to your neighbor.

Yep, Eddie has it. Thick insulation, and thicker drywall are your best bets. Not the lowest cost, but there's not too much more you can do. Or, you could go Edgar Allen Poe, and wall yourself in with bricks lol.

Stopping sound is never cheap or easy. There is no such thing as sound proofing paint and don't believe it if someone tells you there is.
Glass fiber sound batt insulation in the walls is a good start. You can also laminate another layer of sheetrock to your outside walls.

If the walls were not finished yet, you could add insulation in the walls, which typically isn't done on interior walls as it's not needed for air flow reasons, but can help with noise. I would check at a paint store, but I haven't heard of sound proofing paint.
