About the best and cheapest way is to get some separation from the ceiling by hanging a "lay in" ceiling under the existing one. This is not terribly difficult or expensive. A "wall angle" is nailed on the wall a few inches below the existing ceiling, and "T's" are hung in a grid (either 2'x2' or 2'x4') and acoustical tile is laid into the grid. You have to plan on lowering light fixtures and heating vents. Perhaps your landlord will pay for materials if you put them up?

If the noise is coming from above apt., then there's not much you can do assuming you rent the apt.

Noise coming in from outside? I know f you're wanting to make a budget anechoic room you can use egg cartons but I'm not sure how well it would work on keeping the noise outside from coming in
