Can you use sound proofing material to block my Neighbors loud music?

I live upstairs in an apartment, and my neighbors are college students;they are so loud and always have there stereo on blasting. I want to know if anyone knows a good way to sound proof thier noise. is this possible????
ive call the office and they are soon getting evicted but want to do something in the mean time;
