They actually generate sound waves, like a speaker, which cancel out the ambient noise. They are used in places like Dyno-testing labs, and other high noise environments. Your going to have to save your allowance though. They cost a fortune. The least expensive way is to line everything with a layer of foam egg crates, covered with a layer of carpet.
