I have an house that I use for an office located near a freeway. The best thing around is Anderson Windows that are called LOW E (gas filled) and Anderson storms ordered directly from Anderson. Sure they cost a bit more but they work to keep out the noise.

The storm windows add the finish touch to prevent noise entry into the window area of the room. The low E gas retards high frequency noise. Both working in combo do the best noise stopper ive seen.
